If the standard steam method for installing games on different drives is not working, you can try to use symbolic links. Back when steam didn't have the functionality to install games to other drives, I used this to avoid my 64gb SSD back then. I am not trying to move the game files to another folder. The "Failed to add new steam library folder" appears when I try to install/download it on D/E drives.

I think the problem is because some of your games are updating. If you are download anthing, just pause the download or update and everything should be solved.

I have a primary SSD (Samsung 840 evo) of 128 GB which is the C drive. The secondary is HDD (Seagate) of 500GB which have D and E drive. Since my SSD is low on memory I tried to create a folder of 'steamapps'/ install a game directly from steam client by creating new folder in D/E drive. But it shows me "Failed to add new steam library folder". any solutions maybe?
