It was dlc on consoles. It's included with the pc version. It doesn't require campaign completion but for unlocks and as a continuation of the story it is recommended

There are some games that switch to Christmas mode whenever your computer's date is set to that time of the year (not yet, but around the 24-th of December).
Off the top of my head games that do that: Terraria, Gundemonium Recollection, GundeadliGne, EDGE, Toki Tori.
Maybe other games too but I can't think of any right now. :D
