You don't need the DLC at all to play. It's all crafting materials, gold, and a legendary weapon for each player character - and you can get all that by playing normally. The only exception is the new Druid class, and it's just that - a new type of player character.

On the PC: Ticket to Ride - fun solo play, optional multi-player, and optional DLC (though I highly recommend the Europe map, it's fantastic!).
Now, if you have access to an iPad, there's a wealth of digital games on there. My favorites are Ticket to Ride and Ascension, but there's also Bang!, Galaxy Space Trucker, and others.

Its a cooperative card game. Players play heroes each with a different deck (unlocked from beginning, no card collecting) and play style vs a villain deck, which plays its card randomly + an environment like the ruins of atlantis, which plays cards randomly as well . Its a multiplayer game, but works pretty well solo as well ( take control of 3 heroes yourself)
Base game is often on sale for 1$. There are lots of dlc, but try base game first.

Blood Bowl, Space Hulk or Chainsaw Warrior and their predecessors come to mind, all Warhammer-based. There's also Wartile, The Warlock of Firetop Mountain, Dark Quest, Gigachess, Into the Breach and Card Hunter, all more or less directly inspired by a board game or at least reminiscent of one. And, of course, Tabletop Simulator, with a ton of games attached to it. Everything else that comes to mind was already mentioned by others (I bet there's still some repeats and some great ones I've forgotten though :P).

I'd say the scope of strategy games is too large to really fit what OP is looking for, especially titles such as those from Paradox. What might be more suitable are smaller scale tactical games. A few examples:

I´m looking for some recommendation for a digital boardgame. One that you can buy the full game and play (It sounds obvious but today is not so).
No microtransactions, no pay to win.
Can have some optional dlcs.
Solo playing is a must (but can have multiplayer)
Could be a card game but not one in where you need to play thousands of hours or pay to get all the cards.
I know/play some good ones like Talisman, Gremlings ink, Astral masters (an old card game), Armello, the witcher boardgame, card hunter, Warhammer 40,000: Space Wolf, etc
