Giveaway Question

Good evening ladies and gentlement,

So my question is: if a person wins one of my giveaways, he is obliged to activate the game on the winning account right? Because the winner of my latest giveaway has 2 games which he has played 0 hours yet he has made a couple of giveaways already. What happens if he/she requests the key for (hypothetically) another of his accounts? I would need to verify if he's actually redeemed it on the winning one?

Apology, that was actually more than one question. Anyhow thank you for your responses, they are much appreciated.

EDIT: Thank you fine gentlemen for the clarification, I'd suppose I will just wait for him to log in on his, 5 days not online account... On the other hand if it is not possible after a week, then I'd shall re-roll.

Yes he is required to activate the game, and it HAS to be on the account attached to his SG profile.
