Cashing out from Paypal methods (need a bit of guidance)

Hi mates, I need to learn a bit about taking money off Paypal.

1st: I'm no 'murican. I'm from Argentina.

2nd: Mind dollar restrictions when advising. We're currently in a pre-crisis time.

3rd: Can't transfer money to banks.

I learned about Payoneer, which gives you a debit card, and I can take money off some ATMs, taking a fair 3 USD in the process.

Are there another similar services as Payoneer?

can't you cash out direct on bank?
