Being in the 'bundle' category only means that it would be easy exploitable due to the high discount.

Nope it's not, it's 95% in ANY region.

So take the base USA price, if Russian\Brazilian is <95% it's considered bundled stuff

no you did not get it, if it is 90% off in a cheap region it´s like 95% off in base-price....so 90% discounts will get the bundle state most times. If a game is 90% off...it´s in all regions 90% (at least most times)

90% off becomes more than 95% off for Russians so many games get added to the bundled list without being in a bundle or going for 95+% off in the store.
