A question I've wanted to ask is should people be allowed to enter DLC giveaways Even if they don't own the game and my reason is this:

Steam has a feature where you can play games on others libraries but even if you can access them you can't enter GA's for DLC's on other games even if you have access to others libraries that would let you enjoy DLC for games that you have access to. I would like your thoughts on this. Am i being unfair or missing something?

No but that's my point if I have access to a game that is shared but I can't enter it even if I have access to the the game from someone else's library would it be fair to enter the GA?

Then why would you allow them to enter the GA if they won't be able to activate the key?
I never used the library sharing functionality so I thought that maybe activating DLC for shared games was possible, kind of how it works in other clients like Origin or the Microsoft store when you're subscribed to their pass systems. But if they won't be able to do anything with their win then there's not much of a reason to change the system from how it is now and continue not allowing to enter DLC GAs when you don't own the base game.

If I have explained poorly I do apologise but what i meant was, if i have access to a friends game would it be fair to enter a GA for a DLC if I have access to that game that I can play?

My opinion is the following: if it was possible to activate the DLC and use it, sure, that's fair and they should be allowed to enter the GA.
Sadly, activating the DLC is not possible, so allowing the entry would just complicate things and be pointless at the end of the day.

As long as you don't have that game on YOUR account, DLC won't work. So, nope.

They can't enter the dlc if they don't own the base game (regardless of family share), with very rare exceptions (F1 2017 comes to mind). I'm not sure what your question is.
SG is built to hide the DLCs by default if you don't own base, but even if you do get a direct link, won't allow entry.

Ok as an example If someone was sharing say Fallout New Vegas and there was a GA for the DLC "New World Blues" despite me not having it in my library but still having access to the original game even if it is not originally mine but i still had access to it. If i entered the GA i would hypothetically be able to play the game with the DLC as the person im sharing it from has the original game and I have the DLC then I would be able to have both elements to play together

I am honestly sorry to all if I have explained this poorly

The only way this would work is that you would have to give the key to the DLC to your friend whose library you are using, and they would activate it, thus giving you access through family sharing. This is not at all appropriate, because you need to activate all of your wins on your own account. And to do that, you will need to buy the game for yourself and then activate the DLC on your account.

No. Why would they? It will be very annoying to validate too. Sg's system couldn't detect dlc as it is atm. I couldn't see this being implemented, especially since you can't activate the dlc yourself. The only way you can activate it is by giving the dlc to whoever you are family sharing with, which violates the rules for activating the games that you own.

In short, ask the one that have the base game to enter the giveaways for the dlc, so they can activate it in their library instead.

The DLC will have to be activated on your account if you win such giveaway. However, high chances are, you will not be able to join such giveaway as you don't own the base game.

That's not how family sharing works. Even then, even if family sharing allowed to mix and match DLCs from different accounts (which it doesn't), Steam won't allow you to activate a DLC for a game you don't own.

Nope, because those DLCs could not be activated on your account.

As a side note. There is just one thing, that could possibly be changed about DLC GAs: SG could remember (actually "check", because it does "remember"), that you have previously won a game delisted from Steam and in such case allow you to enter GAs for its DLCs.

- Occult RERaise - can still be won on SG, but because it's removed from Steam, nobody can enter DLC GAs for it.

You can ofc say, that in general those games are junk. However it would be even more useful, if we could enter GAs for DLCs of previously won games, that are still "Steam is learning about this game", so not detected by SG - for a long time that was the case with MOMO.EXE DLC GAs.

The DLC situation is bad enough as it is, as people will regularly enter for DLC that they already own, due to auto-joining scripts or laziness. Imagine how much worse it would get if those who just join for everything would be able to join giveaways for DLCs for games that they don't own, it would be a complete mess, and would make giving away DLCs even more of a pain than it already is.

Let's read the rules.

Won gifts must be activated on the Steam account used during registration, and they cannot be regifted, traded, sold, or removed from your Steam account after activation.

See? If you win something you must activate it on your steam account. If you don't have base game on your account - you can't activate DLC on it. So, you can't do what you must do. And that's exactly why entering for DLC without having base game is not allowed, and can't possibly be allowed.
