Then check the packages section, and look for suffixes like (ROW), (EU), (NA+ROW), (RU+CIS), and so on.
These are all the regional versions of the game, and they most probably are region locked to that area.

This package https://steamdb.info/sub/63200/ could only be purchased in RU+CIS region, and doesn't appear to have further restrictions, but it's probably the old GFWL version.
This one https://steamdb.info/sub/80471/ could also be purchased only in RU+CIS region, and can't be tradet to other regions.
However, both the above packages aren't available anymore, this package https://steamdb.info/sub/50167/ is the only one available for purchase right now, and it's completely region free.

That's not true, not all games are RU+CIS lock. I'm not new in this game, I have some RU games in my account (recently added without VPN) like Ducktales Remastered (yuplay.ru) or The Amazing Spiderman (gama-gama.ru).

Thanks, now I got it working. It was like this: I set up Flyvpn to Russia, I put Dirt 3 in the cart, checkout, select Paypal, click buy, it says I'm using proxy. I go back, put Dirt 3 in the cart again since it's empty now, go to checkout, select Paypal, then disable Flyvpn, then click buy, and it proceeds to the Paypal checkout site, and it still says $1.78. After the successful transaction the site says they will check my order, and now it says my order was confirmed, and I got my key. So apparently the checkout and the transaction doesn't require the proxy, you need it only when you put it in the cart. Or at least that's how it was for me.

No, you only need the proxy/VPN to add the game to the card. Once it¡s done, turn it off and pay. It's really easy but Gamersgate was rejecting every purchase done trought a VPN/proxy, now it seems they are less restrictive.
PD: You dont even need to login using the VPN/proxy, you can do it too onw the game is in the cart.

Heh, i'm from Ukraine and for me price is the same as for rusians. So i bought two copies (one for myself one for trade) and guess what:

Always check on grey market. You'll likely find the same deal more or less if ROW, but if not you'll clearly see the two different versions. For Dirt 3 Complete I'm seeing a RU/Cis key at the price you mentioned (meaning it's region-locked) while the ROW key is at the regular discounted price, which is around 6€.
I am too not thrilled with western prices, especially EU prices we're getting so fucked, I think I stopped buying games on Steam and other platform even when discounted so much it's shit, and can only rely on bundles and grey markets now.
