I wouldn't trust ANYONE who contacts me saying they're my winner.
I email the gift to the email address I'm given. Even if it's a gift through Steam, I send it to that email address every time. That's foolproof short of the winner's email being compromised (which, obviously, I can't do anything about).

I do the same, even if the gift is in my steam inventory, there is an option to send to email.

My favourite part is how he said he'd report it. Yes, he's in a very good position to be reporting things considering what he did.
Before people say it's because you can't call people out, I don't see this as calling out at all considering there's no real way to identify. The name he's using is the name of the winner, which is public anyhow, so...yeah.
