It has nothing to do with usefulness. That much is obvious. It's more so to just personalize your gaming experience. That's at least what cosmetics items in tf2 and skins are to me in CS:GO. It feels like something I can express something about who I am and what I like.

I'm in a similar situation now at 27 and regretting some of my earlier choices, so I suggest thinking a little of the future. I think you're right not to be interested in saving it - spend it now, improve yourself, learn new things and feel confident about life, and you'll probably find you're not worried about $250 in the future. Take a look at yourself and consider what you're happy with and where you could use a boost. Some good new clothes or basic exercise equipment can help you look and feel your best, or if you've got an early idea of your future career, then you may have the option to invest in and learn the tools of that trade. As others have mentioned, travelling is also a great idea, especially if you can do so with friends in a productive way.

If you don't know what to buy don't buy anything, it's kind of obvious.
As a general rule for staying out of debt and poverty, don't buy things you can't afford or don't need.
Anyway if you do need to spend it go buy some PC upgrades or invest in a mutual fund or something like that.

Buy some books, not ipad or ebooks but actual physical books. Buy something you've always meant to read but haven't. I say buy in spite of the fact that I work at a library, but I also have over 300 books in my personal library and value them more than my hoarded games.
Also don't buy from amazon, buy from your local bookstore, either new or used. By local I don't mean barnes and noble or whatever McBookstore Chain is in your area.
Treat yourself to a really amazing meal; either go out with friends and/or family and buy a feast for everyone. You will all have an amazing time, food brings people together.
If you do decide to spend some of it on a game, buy that Number 1 item on your wishlist. Don't buy something on sale or something "shiny and new" but buy something you've always wanted and know you will play.
Alternately the next humble bundle you buy just donate a lot to one of the charities listed.
