They're complete dicks about trying to find excuses not to refund [in my experience and that of my close friends], sometimes in outright denial of what's listed in the Steam FAQs on a particular issue.
Example: According to Steam support they won't refund gift copies under any circumstance if they've been activated (which is a real issue if the multiplayer doesn't work..), but their FAQ outright says gift copies can be refunded so long as a refund request is put in by the account that has the gift copy activated.
Likewise, if it comes to arguing about a decline, expect the usual level of support quality and delays.
But, in circumstances where they can't find an excuse to deny the refund, I think they've managed to process my requests within 4 days nearly every time.
In that regard, it's worth noting that in my experience (nearly) week-long reimbursement delays seem to only occur if you paid directly with (credit card). If you first added funds to wallet and bought with that, your funds seem to be refunded back to wallet pretty quickly once the refund is accepted. It seems that may not always be a consistent distinction, however.
[Also worth noting that some people have stated that they've gotten refunds from Valve support even in instances where it was clear they blatantly shouldn't have. So apparently their incompetence sometimes goes a beneficial direction.]
[Similarly, but less beneficially, they once refunded the wrong game for me, and refused to unrefund it. -.-;]

my one time experience in this was ~4hours before i noticed a "(pending +$ amount)" in the corner of the client, that had a 24hr release timer..
unsure what all emails i got tho, that is just what i noticed on the client-side. and i was fully refunded the discount rate of the game (what i paid).

When you ask for a refund, you get back all the money that you spent. Also, you usually get the money 24 hours later. And the refund usually gets approved in an hour.

already refund 3 games so far, there is 2 stage on refund, approval stage and refund stage
the approval in 1-3days, and the refund to wallet in 1-2 day (max. 7 days on faq)
[if you in this stage, you can see pending wallet under your username and wallet like this ($ 10) ].
the value is full price when you buy it, so if you buy it on sale, you get the refund with that value not normal value

and do you get the full amount? because a friend told me that he had refunded some game he received back less than what he paid
