I did a giveaway but I can't send the game directly because I'm in a different country of the person who won... I cant create a key how can I send the game... I have the game price on my steam wallet...

I'm not sure I understand the question. There are only two ways to give away a game:

1) using Steam's gift system. In that case, you friend the winner and then give the game directly, no key involved
2) steam key obtained from a 3rd party retailer. When you purchase a game through a 3rd party retailer, such as a bundle site, the retailer provides you with a steam key
3) you can gift a humble bundle gift link

The game is "Grind Zones" and I was trying to buy with my steam wallet, but I couldn't put the game on my inventory or send it to my e-mail... I tried the first way but I couldn't do it for different countries...

If your only option is Steam Wallet funds, you may be out of luck, especially at that price. As the error message states, Valve does not allow gifting to regions with significantly higher prices.

If you can't buy it, you can try to get a key from traders over at steamtrades.com, it's a cheap game so you should be able to get one for some cards.
