dunno if it still works, but what I always used to do in SC2K was raise the taxes to 20% for a year or two, then drop them to 0-4% for another few years to get people to move back in after the entire city was abandoned. also, would make hills full of hydroelectric dams since unlike all the other sources of power, they never exploded.

I was wondering how to install a custom map in SC4, downloaded one of Tamriel and can't figure out how to get it working.
