Region locked?

Hello guys, i just won a steam key for Magicka and when i put it in it says the item is not available for purchase in my country... The giveaway didn't specify anything about being region-locked. Can I do anything to activate the product ? If it helps i'm from Romania. How should i give the feedback to the giveaway if I can't activate it? I have nothing against the guy that gave it away even if it's region locked cause he didn't probably know either.

Gimme some help here as I'm fairly new to this. Thanks!
