How exactly does somebody winning a giveaway work?

I recently created a giveaway for Monaco. I added the winner on steam so I could give them the game. However, they just said "thanks for the game," regardless of me having no memory of giving it to them. They have also marked it as received on this site. How does this work?

No idea what the winner is doing. I'd just give him/her the link/key/gift anyways and let that be that.

I did just that, and it turned out they thought it was a CD key I had emailed regardless of me saying in the notes that I was going to trade with them.
