If a game is on special when you give it away does the sale price or the regular pice count?

EDIT: exception is if it is 95% off in any currency, then it will be counted as bundled

Depends if the game was ever bundled b4 or not ...
IF not , it counts the regular price ... UNLESS it was on sale for 95% off .
