Yeah, buy a AMEX or Visa or whatever gift card at the store, not all work, but most do and they work just like a credit card without having to give your personal information or get a credit check. Of course, you can only by them in certain amounts and they do have a fee, but that's not too bad.

Yes you can. After complaints they devised a new gifting system. No longer are you given a steam code. Instead you send an HB gift link for the game. They have to fill in their email and name, and then they get a Redeem page similar to what you get when you buy a bundle. From there they can link their Steam account and get the game.
