Didn't know those existed. Those are some Interesting deals and I'll keep those in mind. There are other games those vouchers provide and it is an interesting deal, especially with all the sellers using "BuyItNow" with prices mostly ranging from $12-35. Some vouchers even give multiple games. However, I'm tapped out on disposable income at the moment though, so no more game buying for awhile.
For others interested in these AMD Game Vouchers here's a LINK

Yeah, it is. You would be protected by Ebay and Paypal, even if it wasn't.
People have them and don't want them, some have extras, and some just are just resellers that sell the codes separate from the cards. I got the first AMD deal with my graphics card, back in December. Then I bought the second one off Ebay. I'm skipping this one because the only game I don't have is Saints Row 4 and I don't feel like dealing with the other games. I'd recommend it, though, if you want three games out of it. It is a great way to stock up, on the cheap. At least for newer stuff.
The big problem, right now, is that most of the games have lost enough value that you have to question the $30. Is it a great deal if you get Saint's Row 4 and don't have a couple of the other AAA titles, sure. Most of the games on there are really cheap, though. The two FC3 games are Uplay, so for some Steam only users, there is even less of a selection. I still think it is worth it if you want SR4 right now. You can sell the other games or use them, either way it is the best deal you can get, right now.

afaik, ebay and by connection paypal, do not provide buyer OR seller protection for digital goods. This includes accounts, game keys, digital goods like currency and so on. Yes, they might provide support to both sides, but that is at the whim of the support personal and not company policy.

Thanks, sounds pretty nice, guess its safe with a good seller mostly

This is incorrect. Ebay provides buyer protection and Paypal allows for disputes on charges. It has long been known that Paypal will just yank money from people, if they find reason to. There wouldn't be many reasons why this could go wrong, but if it did, you would likely have some proof, even if it meant contacting AMD directly. Paypal would allow a dispute to be opened and with even a little proof, would likely side with the buyer. They are a financial company, afterall. Banks and credit card companies protect buyers to keep thier business.
As for Ebay Buyer protection, this page shows the exclusions. As you can see, digital games are not excluded. Things like vehicles and real estate, yes, but not video games. Hilary would have 45 days to dispute any purchase that wasn't already excluded.
I've been using both Ebay and Paypal since they opened and I know you can go about doing this with either one of them. I have had to do this, here in there, over the years. For example, if the code was already used, then contact with AMD and a provided copy of the email, from the seller, with headers, would probably be enough to get a refund processed. Chances are a seller like that would either correct the error (Say they gave the same code twice by accident if they were selling many) or they would have ripped off other people, leading to a rather quick resolution when the complaints started to roll in.

Yeah, but I would want to see the list first. They have been mostly adding older games and really cheap ones. Saints Row 4 is cool, don't get me wrong. I'm just not sure they are going to offer two big games at the same time or anything like that. I'm just going to wait for SR4 to drop in price or have some full package version.
I might buy another 7970 when the sales start up in November, so no sense in rushing to get the gold deal now, when I might get it on my own and I know they will still be going on down the line. The prices are the same now as they were when I bought the Never Settle Reloaded one. They will probably still be $30ish, right until the end of the year.

Looks like the deal is over. Price is back up to $36.99(20%off). I hope some people were able to take advantage of the deal. If not, you can look at the AMD Vouchers mentioned above. You may be able to find a good deal there, but no garuntee.

UPDATE:
The deal has ended. It was a one day deal on Amazon US. (Sept 24,2013)
Old Post:
Amazon is having a pretty good deal on SR4 right now. 40% off what Steam charges.
(Digital) Steam Key Only: $29.99
LINK
(Physical Disc&Key) Commander in Chief Edition: $29.99
LINK
I talked to a Volition rep and he confirmed that the Physical Disc edition includes a Steam code. So there's no reason not to just get the Commander in Chief Edition from Amazon. Sure you have to wait for it to ship to you, but you'll also get some extras for the wait ;)
So all in all you save $20 and get the bonus content. That's the best deal I've seen yet and it's only been a month since the game launched. I was holding out since I know that it's not as good a sequel as it could have been(DLC Upgraded to full game?), but for $30, that's pretty reasonable in my opinion for the content you get. Yeah I could wait till December for the holiday sales, but I don't expect to see much of a better discount this soon after it's release(unless you stand trigger ready for those flash sales).
So who else will bite?
PS: The PS3 and Xbox360 versions of SR4 are also on sale. This includes the PS3/360 exclusive "Super Dangerous Wub Wub" & "Game Of The Generation" Editions. The prices are as follows: CiC Edition: $37.49, SDWW Edition: $69.99, and GotG Edition: $89.99. These prices cover both PS3 and 360 versions. The savings of these prices are $22.50, $30, $40 off respectively. You can find them at the links above.
