It's the exact same concept as credit cards and paypal- Razer charges the merchant a cut for payments made with their payment method, and makes their profit that way. As with Credit Card rewards programs, Razer is presumably just passing on a portion of those profits to the consumer.
As far as the rewards-for-playing element, that's the same as any company using a rewards program as a promotional method of attracting new users to their service (and, in this case, presumably also attempting to make users feel more comfortable using their currency, and thus [from the perspective of Razer] hopefully eventually deciding to add funds to their account on their own).
[Keep in mind also, that $150 mouse they give for 1,000 hours of play [>>] only costs them a small fraction of that price to produce- so you're only incurring them an expense of a couple of cents an hour. That's a pretty favorable amount for them to spend on what is essentially a utilization of their marketing budget.]
Whether it's legit or not, it's a pretty normal arrangement, and thus not inherently suspicious.

Back when they launched the system they were handing the equivalent to $1 to every new account, needless to say that it was exploited like crazy, I got some bundles from IG and a few games from gamersgate for free thanks to that :P
So yeah, legit.

I've never actually bothered redeeming zsilver for anything, but sure. I'm certain it'll show up. That's not the hook.. It's no scam, it's just like every other reward program where even the cheapest crap requires an obscene amount of points. They're always just bonus side tokens meant to accumulate with the actual use of whatever until you (one day, hopefully) have enough to waste on whatever junk they offer in exchange..
To give some perspective, I usually use ZGold with GamersGate and Indiegala for the various discounts/promos. It's actually really good for squeezing an extra 10% off or some decent bonus game whenever all the stores basically have the same sales discount.
Well, spending zGold also happens to be the fastest way of accumulating zsilver; they seem to toss a few thousand at me with every purchase. That's because it's basically worthless. Maybe a year from now I can get like a cheap ass backpack. But even with all the zsilver I've build up, for now the best junk in my range seems to be coupons for like $20 off these $200.keyboards. It's like... the opposite of a deal.
