NEED Steam Gifts info

If the gift exists, yes he can instantly send it. But if it doesn't exist (already), you won't be able to, due to the recent steam gifting changes.
(You won't even be able to do this even if you wait a week)

This won't work at all anymore.
With new steam gifting rules, when your friend accepts the gift it's added to his library immediately, and the third person can't get anything.

(Existing gift copies may work, but probably have a week waiting period)
