My laptop that i have now suffers playing Limbo at 12 fps so yea i think it doesnt quite handle it unless i delete all textures and do hardcore optimization. My future computer on the other hand i think will handle it at its lowest. i think in dollars its like 300 dolars or smth. living in brazil its hard (if u are talking abt the new one, but i think the original 2 games it can run smoothly)

No. This is not how things are handled. They actually cannot even be handled like that. There's basically no reason for a winner to ever open a ticket - unless their win was revoked and feedback needs to be changed. Only the creator can open a ticket to delete a giveaway or request a new winner. And the latter can't be done if the giveaway they created wasn't properly region restricted while the gift is region restricted. So if the creator of the giveaway cannot provide a key that can be redeemed by the winner in their region then deletion is the only option IF the winner consents (besides accepting a "Not Received" feedback).
I can only recommend to read the FAQ and Guidelines to learn about the (rules and) proceedings of Steamgiffs where things like these and more are explained.

Other than what the mods said, this also makes useless tickets if you manage to go through the filters somehow, so it only makes the ticket queue worse than it already is. It's nice that you try to speed things up but by making an extra ticket that makes 2 tickets someone now has to go through.

When you enter a giveaway,and particularly when there are tons popping at the same time , it's better to check if this is not in a restriced bundle. Normallly the gifter should verify but it's not always the case.

How will the winner be punished, when creator did not set up region locks properly? If creator doesn't deliver a key that can be activated in winner region, they will mark as Not Received after 7 days. No reputation hit due to that for the winner, just the creator.

Winners will need to correctly mark their gift as received or not received within one week of the gift being marked as sent by the giveaway creator. It is also necessary to keep this feedback up-to-date if the status of the gift changes.

You should contact the giveaway creator to return the gift, and to inform them of the situation. If the giveaway creator is able to provide you with a replacement gift or key for the same game that can be activated in your region, then you should mark the gift as "Received". In all other cases, the gift should be marked as "Not Received". When marking a gift as "Not Received" it's recommended that you leave an explanation in the giveaway comments as a reference for both the giveaway creator and our support team.

Reroll will not be granted, because the next winner could also be in a region where the gift can not be redeemed. The giveaway can be deleted if you agree, but in a case like this you are losing the chance to win other giveaways for this game.

That's the issue in how SG is set up currently. Before, winner could leave negative feedback immediately, if they did not get key immediately. Which obviously lead to many problems, and so we get 7 day cooldown before negative feedback can be given.
But then the problem with region locked and duplicate keys exploded, due to gray market and devs cracking down on region trading. So winners are locked with either leave correct Not Received feedback to show that creator did not check region locks, or agree to deletion to be able to enter GAs again. So even when I don't like deletions in such situations, the fact that most GAs will be over in 7 days makes users "doing the right thing" look like martyrs.
Just replying, so winners understand they will be locked from entering more GAs of the won game, for 7 days "if they do the right thing". Don't want to start off-topic discussion 🙇♀️

If the winner agrees to allow deletion, they are punished by missing giveaways and the giveaway creator gets no punishment at all even though it's their fault. And yes, the winner will miss more giveaways for the won game if they wait 7 days to give the not received feedback. If the giveaway creator does the right thing the winner wouldn't need to enter more giveaways of the won game.

Edit: its not because i said that u r supposed to remove my blacklist and anyone that blacklisted me too, u can keep it if u want as i know my action have consequences,but, blacklists are kinda ineffective as its just a way to block someone of getting on your giveaway and you from getting on said person giveaways l, its a lose lose situation depending on whoever you are blacklisting, you are just clicking a button on a silly forum and giveaway website, it doesnt make you more or less good of a person. Blacklisting you is a guarantee I shall never have to deal with you as a winner.

Now there's no way I'd ever suggest the giveaway creator do something like this, but he could wait 6 days, 23 hours, and 59 minutes before sending the deletion request. You have now been directly calling out the creator of the giveaway and even though you've removed their name from EDIT 2 you still are calling them out since the information you give basically let's everyone know who you are talking about. This is against the sites rules.

Just like you claim the creator for sure has seen your comments you for sure have seen our (support) replies to this topic where we outlined how things are done.
Since you are on Steamgifts only for a month I would suggest to read the FAQ and Guidelines in order to familiarize yourself with the rules and proceedings of Steamgifts.

Sorry if i have any writing error as in this time my laptop broke, i just won a Saints Row game, but it is not redeemable on mu country and the giveaway DID NOT have any restrictions so i thought i could redeem if i won it, well, now in awaiting yhe giveaway's creator to reroll/delte it so i could atleast enter on the right giveaways to get a key that i could redeem in my country. So does anyone know what can i do meanwhile i wait for the GAs creator to delete it/reroll?
Edit: i just did what i think i can ti atleast be able to enter another GA, cuz i passed through something similar when i made my milk in a bag of milk blah blah blah GA even though i did what i could to be sorry to thw winner as i wasnt able to gift him and tried to gift him the game as fast as i could when i got the notification he won, but hey!
