Steam cards question - How to check remaining card drops when you sell all the cards

I've got all L4D2 drops and I've sold all my L4D2 cards, then the L4D2 badge progress screen disappeared, I cannot find it. Then I decided to buy a card and suddenly L4D2 badge progress screen apparead again on the "badges" page on my profile.

My questions are:

1) Can you receive booster packs from games that you got all card drops but sold every one of them?
2) How can I check the badge progress screen from games that I do not have any cards left and no more card drops remaining?

1) Yes.
2) Launch the game and you should see your badge progress appearing again

1) Yes, it doesn't matter if you sell, trade or craft cards into a badge. You are eligible to get booster packs as soon as you have received all of the card drops for a game.
2) I don't think you can if you don't have any cards for a particular game.

you can go to a badge page of any game and replace the appid in the url

Yup, this can also get you to the badge pages of games you don't own.
