i have traded a lot with russian friends over the years and even did a trade 10 mins ago :S and no problems at all, i belive the restriction is purely if they buy you a gift ^_^

well I traded with russian it was fine but the game I gave him aws error for him...there is for sure something strange but I got my game[from him] without any problems

Well i remember some threads (not on steamgifts ofc) where people were talking about some consequences... if you trade a lot or, sometimes, even if you trade once from Russia to Europe, Russia to USA, then they can lock your account. Because of price differences. If you send a lot of gifts from Europe or USA TO Russia it's nothing. And i must note... if you SELL this games. For example - some game cost about 5$ here and in USA the cost of this game is about 10$. If you gift a game to a USA guy and he give you mmm... 7$. That's what i mean. If you just gift games - it's nothing. But the question is: "How the fuck they can proof that you gifted the game in exchange for money?"

I would not be surprised to see them crack down on some of the more blatant abuse, where Russian traders will just straight up sell games for PayPal funds at a markup that still keeps the price below the prices in other regions. But legitimate trading? I sincerely doubt it.
