That's acually a good question i'm not sureabout steamgifts but I would request a new winner personally. People like that should learn to behave. No scams, no cheats, no abuse therefore good promoting of the rules.

My understanding is that anything that triggers SteamGuard to request a confirmation is an automatic two week trade ban. Has this changed?
Setting up SFS will trigger a request, as will reinstalling your OS. Those are hardly acts that should be punished.

Pretty sure you have to give it to them since there is no rule against exploiters, scammers and cheaters joining sg... Only rules against humming, wearing socks and sandals together, wearing brown pants, eating ice cream on Thursdays, etc..., you know... all the really important stuff.
Don't even think you're allowed to have rules on public giveaways (you know, like no scammers allowed, etc...) unless the mods agree to them..

Send through email or to user from Inventory. You can do it even with a trade ban IIRC. I know that worked with an account that couldn't trade yet.

There's plenty of cases when you can receive a trade ban even if you have never traded, i.e. when you change steamguard options, change ISP or something alike... it's not about scamming or so (actually i don't think you get trade banned for scamming, since that usually occurs outside of valve trade system)...

As I know, visible trade bans are given as warning to potential trade partners. So, if you see a visible trade ban, a red text on the right side of the steam profile, you can assume that isn't a reliable account (at least) currently to trade with.

It's been said already that a trade ban may not be due to scamming or other disruptive behavior. You could also have a look at the winner's steamtrades profile and their steamrep profile for additional hints. I'd suggest talking to them directly, if you can spare the time. In any case, the gift doesn't have to be traded, it can be sent via e-mail as well.
Personally, I wouldn't go for a reroll just for temporary trade ban, which I think could be due to Steamguard being off on the winner's account.

I have submitted a question to support, but the response time seems to be pretty long and I decided to ask the same question from Steamgifts community as well (maybe someone has been in same kind of situation).
Here is the description of my situation:
The person, who won my giveaway, is "Currently trade banned" (that is stated at his/her Steam profile page). I have never encountered such a situation and don't really know, what is Steamgifts policy in this kind of situation. The game itself is a Steam gift, which needs to be sent to a winner. How should I act? Send the gift to that person (I'm not sure, if it is even possible to send gift to a person, who is trade banned) or request a reroll?
