Read the OP, it clearly states the one you linked to does not give Steam keys.
The comments are stating that if you've purchased any previous Sega games from Steam, you can simply copy and paste the files into the correct folder and they'll be playable.
If you want Steam keys to activate, then you must purchase http://www.amazon.com/dp/B00EIN266Q/ instead.

It's nice to see Toejam and Earl included! They've only been $2.49 at their lowest on Steam and $1.25 once on GamersGate.
Unfortunately, I bought the Sega Collection 1-5 the first time around a year or two ago before they added single games along with it.

Toejam & Earl has to be my absolute favourite game. Endless hours playing the randomized game. Even 20 years later it's still so much fun to play!
Panic on Funkotron was good too but nowhere near as enjoyable as the first!

note this does not give separate games in steam. it only gives a single sega genesis and megadrive classics game which contains these

To be clear, you get "Sega Genesis and Megadrive Classics" which is pretty much Sega's Genesis Emulator. Then you buy this pack, or individual games, and it counts as seperate DLC. You launch the emulator, and it's it's own program, that then has each game you want that you can flip through. Then you launch that game and it runs exactly like genesis. You can use the emulator like most non-legit emulators, and have "Save States" (Save anywhere, at any time).
