Blacklist vs Whitelist

As I understand the whitelist function, it only creates an user exclusive group.
On the other hand, blacklist doesn't allow anyone on the list to enter.
So I thought the perfect evil plan would be to add many users to both white and blacklist.
Therefore users can see whitelist exclusive GAs but not enter, am I right?
Then open GAs with high valued AAA titles only for your whitelist. Everyone would see it, while with 0 Entries and think that's the perfect opportunity. But when they try to enter they get blocked!
Powered by the greed for an easy AAA game, they try everything, but can't access.
