Newcomer Quiz

When someone tries to join this site they should get a quiz. It'd be 10-15 questions about the FAQ/rules. The person would have to get a 80% or higher to join. So that's unrealistic but is there some way to get more people to read and understand those before joining? Let me know if you guys have any ideas.
