recently i have created a second account to idle some spare games, and i noticed that my first account (lvl 43) is so faster than my second one (lvl 10); does the idling time depends on level? there are some factors that influence it?

Usually drops after 2 hours on new accounts.

Fresh accounts usually have the two-hour drop restriction for a few weeks.
Some automated software, especially ASF, do not exploit the perpetual Steam glitch that force-drops you a card if you open and exit a game in quick succession, which you may also experience if you normally play a game.

If you never refund anything on it, then about a month after every other limitation (market limitation) has passed. We do not know the exact time, but this is usually how long it takes. There can be other factors though. I know that I switched my farming method from this 2-hour limited to unlimited one after about 9 months on my card-farm account, but I was in no hurry anyway.

If you use some software for idling - there is usually option to farm multiple games 2 hours and then farm games one-by-one. This helps to make it a little faster.

Well, you can try to experiment with false then, just in case it's not actually drop-restricted. There is no way to tell for sure.
