Games cheaper when buying through Russian steam site?

So to save some money can I go to the Russian steam site and buy the same games for cheaper? Are the games only playable by region or language?

Some games have region lock, but most not...

You can not buy games, because you not have russian IP.
Russian steamstore also not accept PayPal.

Many are locked and you most likely will only be able to buy there if you have both a Russian CC and IP adress

Many recent games are region-locked - they can only be activated or played in Russia and CIS countries. Some games are not even giftable if bought in the Russian section of the store.
