Steam Key giveaways????

Hi, I'm about to make a steam key giveaway.

I JUST read in the rules (paranoia of breaking something) that you can't give one away though-
BUT.

I've seen (and joined) many giveaways that are steam key's ._.

Is this rule rewritten or something?

You can't give away separate bundle keys. Other, non-exploited keys are fine.

That's what I thought but there are so many that are clearly bundle keys lately.

Isn't the bundle key restriction for actually on sale bundles?

Once the bundle is over you can only give away a unused gift URL, you can't split the bundle up.

It's restricted to give away any separate key from a bundle (during the sale or after it ends). Users may create giveaways only with complete bundles and just after the sale ends.

Far as I know, keys are allowed as long it doesn't need to be activated through a VPN.

You can give it away in the forum or in the chat but you can't create a giveaway for it.
