It's not a free to play game but the claim act like it's one...They messed up somewhere.
EDIT: People are also complaining on the giveaway news on steam, so it's definitely broken :(. Hopefully it will get fixed soon. The game looks great

Yeah thanks a ton for reporting this everyone. I've already reported this to Steam, and I'm asking them for help to investigate this. It's obviously a Steam function and something that we need to rely on their help to fix. Hopefully they can help us to resolve this asap. Really sorry for this! Sigh, I definitely wish everything could just work seamlessly one time :) Sorry again everyone.

I found that if you click on the "Install game" button below the free "Play Game", it adds it to your account and works.

Purchase Guns of Icarus Alliance and receive a free copy of the original game in your library if you don't already own it.

I received Guns of Icarus Online on my other account when adding Alliance for free.

I got it by clicking the "Package that includes" section. It was also free there, and got both games.

Thanks, worked for me in steam client when I clicked install on package that includes it. In browser the install link gave error message...
