You should request a reroll first (if "not activated gift within the past month" - or whatever is the exact wording - is not applicable, you can choose "other" and explain in the description). If it happened within a month, a reroll will be granted. If not and they have been already suspended for it, it will simply be rejected and you can then send the gift.

It's simpler to choose the non-activation reason even if it's older than a month, so we know what we have to check

If you create a support ticket about rerolling a giveaway, you can choose "Regifted or non activated wins" as a reason for reroll.
As far as I know, you can't see if a user already has been suspended for those offences, but support knows and I guess they will only reroll in combination with a supsension.

A few of the winners of my previous train are rule breakers: they have still not activated some wins and one has multiple wins for a game (he/she marked as received for both). Do I apply for a reroll or send it to them? They are not currently suspended or anything.
