Need quick help finding something

I remember someone adding a section to Steamgifts where you could enter in text and any two emoticons (for the background and the text) and it'd create a graphic with the emoticons for you to insert into a Steam chat. I don't remember what this was called though, search function has failed me so far, and I can't find it on the site.
