From my experience when ASF responds with access denied that means you already own the game.
Is that possible ?

You need the package ID of the free package, not the appid.
It's when you hover the "install button" without owning the game. Or check steamdb.

Its not always the steam store number. In this case 15700 is also no price. But the subid for no cost is 208502 and that adds the game just fine.

iirc the PC ports of the Munch's Oddysee and Strangers Wrath were both considered rather bad. Probably better to just play them on the original XBOX.
