Contact the creator and ask for a region free copy, if he doesn't provide it mark as not received.
edit: ah wait, I see you are from Australia, probably game is banned in your country or has a less violence version, so it's not really creators fault sadly :/ if that's the case idk.

No, I have friends from my school who play this game all the time, Im also pretty sure that Australia doesnt have less violent versions, and if it did it would say it on the store page I believe

You could submit a support ticket to steam but I doubt that would help. You'll probably have to ask the creator to re-roll. Bad luck.

If it's been 7 days, you have to mark 'Not Received' if the game isn't in your Steam library at that time, regardless of anything else, or you WILL get suspended.
So don't just leave it unmarked altogether, either- you can always change it from a Not Received to a Received at any time, once things get sorted.

There is a way to give region restricted games and the creator failed to do so, i would mark it as not recieved, the key wasnt use if he wants he could make another ga, this time restricted. The not recieved feedback is on him though

This exact thing happened to me a few weeks ago. It was for a game I wasn't super interested in and the giveaway creator was nice enough to communicate with me over Steam. I didn't want to mark it not received because he was generally cool about the entire thing. So we contacted support and had the giveaway stricken from the record like an utterance in the courtroom on Law & Order. Didn't get a game but still have him on my friend's list.
