If you live in a stupid country of animals who don't deserve rights (the US), then as per law you can GFY.
If you live in a civilised country like Europe, then you'll have either compensation or time to download every games you own a licence for and then maybe some secondary server up for some-time to continue downloading your games.
The reason why is because if Steam shuts down, they won't lose all the millions of valuation they have as they will have liquidated their company to split the remaining money, but if they were to do that in Europe, Russia or China they would actually be condemned and confiscated all that money, and because Europe has civilised laws they would have to reimbursed most people, that's why they're force to do it.
