I thought they were counted for 15% of their value like in giveaways, but after checking in the FAQ, it seems they aren't counted at all.
But when there is a free weekend, the games appears as owned on your account (this is why you can't enter giveaways for these games if your account is synced during the free weekend), so this user could register thanks to the Total War free weekend.
