Yes, because of the retail stores. It would be unfair competition if Steam charges the same as here when your retail games more expensive, the retail store would go bankrupt within a month and many people would lose their job.

here DS 1 2.5 euro, DS 2 7.5 euro, and pack cost 9.98. Its kinda bug for you probably so buy pack before they realize.
