The user who wins the giveaway should get the green bar that says "Check your email- you've won a giveaway" etc. Send to their email, if they don't redeem it in around a week then contact them through steam.

All the more reason to get it re-rolled. This joker clearly neither wants, not deserves your game. Besides, there are are handful, if that, of giveaways which you could enter by virtue of these extra points, which you aren't eligible for already.
Steamgifts is a bounteous feast of giveaway goodness. Just because the lobster vol-au-vents are at the opposite end of the table right now, doesn't mean that you won't have a platter of your own very shortly.

When I gave out a game, I put in my giveaway description that it'd be sent via email. I had no complications whatsoever, but if I did, then I could have pointed out to support that it was blatantly stated as such when they entered the giveaway. I also made sure to take screenshots of me sending it and what-not, just in case.
