Regardless of whether there's an issue with ownership or not, as other causes can lead to an identical issue, the contents of the Deluxe Edition aren't an appropriate basis by which to solely determine there being an issue with ownership of the DLC. As such you should focus on explaining why you felt there was a problem to begin with, if you've got a basis for such outside of the Deluxe Edition thing (and at a glance the deluxe edition could still actually be an entirely different issue, seeing as it has the DLC typed as a package, as nesting packages and/or DLCs often causes problems with Steam ownership recognition).
Of course, if you do have an appropriate basis to begin with, then the bundle element can absolutely be used as a supporting element, as that is standard for free weekend stuff. It's just not proof in and of itself of there being an issue.

If I click on the bundle information for the deluxe edition, all DLCs are listed and all owned DLCs are shown (in this case it would be the above mentioned DLC). And that isn't the case. Nothing is shown as owned (besides the game itself, but that isn't in question here).
This was just a proof for my statement, that the DLC isn't free forever just a free weekend. DLCs aren't shown as owned if it is just a free weekend (and you don't own them before).
PS: Sadly, ebglish isn't my mother tongue - but others are more perfect - I see...

If you go to your licenses page, it'll show there as a "Free Weekend" license. You can also still buy the DLC. If you actually owned the full version you'd only be able to buy for a friend.
It's normal that free weekend games appear as owned in the store and in your library, while the weekend lasts. But this ownership doesn't work in complete your collection bundles so people can't abuse it. This is what Chris76de is talking about: the DLC doesn't show as owned in the deluxe pack, which is what happens to free weekend games.
Normally (I'm not sure if it's always the case), free to keep games are done by doing a 100% off sale. For example: https://store.steampowered.com/app/2155210/Minion_Masters__Torment/

The dev / publisher f'ed up and made it a free 2 play weekend instead of free to claim & keep as promised. See the discussion:

Strictly speaking, for those wanting to roundabout make it permanent, iirc you can just copy the DLC folder out and then copy it back in whenever you want to play it (though you may perhaps need to load Steam in offline mode prior to copying it back in).

It's definitely still not configured correctly. While it does still show as owned on the app page, at the same time it is still buyable on its own or as part of the Deluxe Edition, which wouldn't be the case if owned correctly. It has also completely vanished from my licenses page and it is not shown as owned DLC on the game's detail page in my library thus it also wouldn't be installed with the game.
