I am winning a gift here, but the title and the key given is for different game, they said it already in the descripion but i didn't realize it, i already marked it received and now i can't pass sgtool requirement check, can this be fixed? who i need to contact to fixed it?

Send a support ticket and explain your situation with screenshots. The giveaway creator should not have deleted the giveaway and made a new one for the actual game.

The giveaway's creator should give you the game the giveaway is for, not something else.
If the giveaway ended at least 7 days ago, you can mark it as not received, but before that you can't do anything unless he'll delete it.
Edit: Hoooly hell, is that the mass giveaway? D: Then support will have a bad time...

already send support but all depend on the creator of giveaway, if in worst case, he's doing nothing, if i bough the winning game to my steam account, does that fixed the problem?

If you buy the game that you should have been given, you are basically absolving the creator of any wrong doing.

I already make a support ticket, and people already complained in his GA for few day, yet there are no respond, i'll just keeping this as a last resort.

Just click on the 'Received' checkbox again to unmark it, wait for seven days to pass after the giveaway, and mark it as 'Not Received' if the giveaway creator still hasn't fixed their mistake.

Just wait for the right key and after 7 days mark it as not received if you have not received the right key.
