If Valve decides to put 3 games for vote, they should put 3 games for vote for everyone and if a specific game is not available in a country then either don't add it to the voting or give the users a different game to vote on. What happens if in a specific vote there is only 1 available game? Or none at all?

Why would they give a shit if some third world country (mostly Germany and Australia) forces blocks on certain games? If they actually did what you say, others would cry that they never get to vote for games blocked in country x because valve doesn't include them in votes.

And I'm sure should it ever happen to include 3 games all blocked in a country, they would do something against it quickly (like adding a forth or whatever).

Estonia here and no third game either (probably it is gone for entire EU2 region or there is yet again some bad modjo going on here in "eastern side/no mans land", censorship is not an issue here, it is the plain old regional restriction - GFWL). Obviously, the "hidden" game will get less votes also.
