They don't do it because there are too many people, it also won't apply to large public groups.

well I don't think it is written anywhere that large open groups are excluded, as a matter of fact I'd see it as a nice solution to, say, do a ga for s.gifts :3

I've seen a support member say so in the past. They don't allow special rules as it can result in a large amount of rerolling. You want to use them, it has to be a private or a smaller group.
