I got mine as a gift last year (the DVDs) -- it came with a gog code and I recently found out it allows me to download Hearts of Stone DLC.

If you're going to play it now, then sure, go ahead. You'll get your money's worth.
If you're not going to play it right away, then wait. It'll go on sale again, and for less money.

If you are going to play it right away then yes. If not, I am almost sure it will get 50% in the next sales.
Just be sure to check gog as well, since it's more likely to be discounted there

I bought the GOTY edition this summer for about 50 Euro. I played about 90 hours until now and I haven't even finished the main story. And there are still countless side quests which are most times way better than the quests in most other games (no "go to this dungeon, get the item and bring it to me" stuff). Also, there is the DLC content I haven't even touched yet. And there's Gwent. In my humble opinion, the game is worth the current price.
