I've never used Paypal but honestly I don't think they would really have loopholes where you can double your money. I don't think you should try it anyway.

Prob there is/was a loophole, but to exploit fot some few bucks, no thank you.

They will just charge "the seller" and you won't get your money until the end of the case. It will take months. During that time they will be investigatng the case. They will try to find and sue "the seller". They will finally ban "him" and cancel all of "his" transactions. I can't imagine they won't realize it's a fraud.

And don't forget there is a limit for not verified accounts so even if it would work you wouldn't be able to double your money endlessly.
