The creator of the giveaway was not allowed to regift his WGN key!
WGN voids all keys which will be noticed to be gifted/traded and the person doing so will receive the shame badge on WGN and will not receive further keys from giveaways there.
This is what likely has happened since the game was given recently from WGN for free.

On a more serious note, wait a week and then just mark it as not received. The guy shouldn't have even created a giveaway for that game since he got it for free from WGN.

Whosgamingnow(a site/ steamgroup) , they used to run promotions where if you voted for a specific game on greenlight, you would get a free key for it after it launched on Steam (keys being for PERSONAL use only); Glorkian Warrior: The Trials Of Glork was one of those games, the promotion took place months ago, but the game has only recently got on Steam so everyone who voted got their key.

Only in theory, if they really meant that, than HB wouldn't have a gifting option (buy bundles as gifts/ create gift links from bundle games), it's just that they don't want the keys to be resold.
WGN, on the other hand strictly prohibits giving away the keys, they even have a badge on their site called Scumbadge Steve (I think) that they use to mark regifters.

Yeah, if he was nice about it, I would have no problems with him deleting the giveaway. Since he's been a dick, I'd mark as Not Received.

Hey guys, i won a giveaway for - Glorkian Warrior: The Trials Of Glork
i entered the steam key i was provided with and steam informed me that the code was duplicated = already activated on another steam account.
i proceeded to add the person who did the giveaway on steam just to let them know, but after i told them, they just removed me from steam friends, tbh im really not that bothered about the game, its just the principal. so should i just wait 1 week and check as not received?
