Yes, since they didn't create a separate Steam page for it, this is almost certainly the reason.
If we can add Counter-Strike: Global Offensive Full Edition to the giveaway list, then it should be ok to request to change the giveaway to that title since I don't think there is anything new in it, but currently it's not in our database, maybe in a few days

Ah, we have it our database, I didn't notice at first since it didn't include Full Edition in the title.
You can create "Change Giveaway Game" tickets and pick Counter-Strike: Global Offensive (https://store.steampowered.com/sub/54029/) as the replacement game.

Ok Giveaway Changing tickets accepted, sgtool's stats went back to Lv4 but in SG my level is still 3.

It's bizarre that they're requesting users to submit individual update tickets, when it's a given that every giveaway before a certain point had to be the non-free version, and a full database swap-out by cg would be incredibly fast and easy to do. Then again, it is cg, and given that we're still on hold waiting for a fix for things like broken punctuation in image hovertext, I guess this'll approach'll probably still be faster. >.>

Is it a problem with the release of CS:GO Free Edition????
Looks like Steam changed the "old" full version to the free version and added a "new" full version.
All previously created CS:GO GAs require 0 points to enter, and CV of previously given away CS:GO became 0. I went back to Lv3....
