You should make a report anyways because even if the person isn't marked on the main page, there will still be a searchable report that people can look up.

I am not sure if you can get the scammers punished on Steam and make them lose access to their games, but they definitely can be reported on SteamRep and completely barred from trading as nobody would trust them. People who build a reputation won't throw it away like that, it's like burning all your cash to stay warm for one night.

Steam level shouldn't be trusted without rep either, most scammers won't bother with it but any somewhat decent scammer that mainly scams keys (think 50-100 keys in a trade, not a bundle key scammer) especially someone who charges back payments will be so smart to use a few keys to level up, it's not extremely common but I've seen a few cases.

I many times went first on trades with complete strangers of high Steam Level that aren't on SG, and NEVER got scammed.
Steam Level is hard to attain and requires investment. A scammer won't go much further from Steam Level 10. My rule of thumb is that I trust anyone Steam Level 30+ for most trades, for bigger trades I trust levels 60 and above. I also look at their profile to see +reps and vouchs from friends, it's hard to forge a seemingly-legit web of friend +reps on Steam.

That's why i said level without rep isn't suffice, take it from someone who's been selling keys for over 2 years, there's plenty of people using either stolen CC's for paypal or just use funds that they'll reverse later on which is why you don't hear to much about it.
5 or so keys you get for free from a scam anyway is a no brainer investment for any scammer with the intention of scamming a high volume of items/cash in a short period, in fact one of my main suppliers had this happen to him little under 2 weeks ago, the guy had a decent steam level, a bit of a reputation in the CS:GO scene and then he suddenly tried back charging $500 he paid a couple of months ago for ingame items.
Personally, in my own trades I value people's SG CV way more then steam level, if i see a guy that's been giving plenty of games over a longer period of time (like yourself for instance) I feel more at ease then some guy with 50 games and 200 steam level.

Chargebacks are a whole other kind of scam. If someone pays for Steam wallet, buys keys, trades with you and charges back his payment, he gets banned on Steam, and you get to keep your keys, because you had no way of knowing he'd do that, so you can't be punished. But if you accept actual cash from a Steam user, you're risking getting charged back and effectively losing all your money. For that reason one should not deal with real money unless the person has a lot of reputation and an extremely high Steam Level (a length great enough that even dedicated big game scammers wouldn't walk).
Personally, my threshold for that kind of trade would be over Steam Level 80 and rep on other websites as well, but take Steam Level 50 for example. It's not that easy to reach said level, one has to invest a considerable sum of money, cards from freebie games can't get you very far. There are many traders worth trading with that don't know / don't use SG.
Sadly, SG is just a little grain of sand on the beach that Steam is.

This one time, after the Mac update for TF2, Earbuds became rare and i happened to own a pair because my brother had a Mac. Some scammer tricked me because i was just 11-12 years old or something back then and i didn't even know they were a rare item.
I Traded them for a crappy hat, and 3 weapons. WORST DAY OF MY LIFE

So far I've traded only with people I know in real life that I can trust them so scamers don't bother me that much but still when I read about what they're doing and how... it's disgusting. It's simple stealing and guys who do that they're not just scammers, they're thieves. It makes me pretty angry that you can find people like that literally everywhere. Good for you that you could at least give him -rep.
As far as I know user can get perm ban for scamming other people. If you had a proof you could send a ticket to support. But I doubt that after 5 months you have screens of conversation or something like that.

You've got tab Support, you can create a ticket there. As far as I know tickets in category User Report can be viewed by one or two support members so it's better to create a ticket as "Other". Write to them, maybe they'll do something about it. It's always worth trying.

If I were to ever be scammed I think I'd toy with the idea of attempting to scam them back one day.
In my fantasy I'd make an alternative Steam account and bide my time, because after all, revenge ss a dish best served cold. :p I wouldn't register it here because that's against the rules and I wouldn't want to get in trouble with SG.. Might have to log into Steam from a different location than I use now so they couldn't link the accounts either. Then, when they're looking to trade a couple of months later I contact them and see if I can scam them back.
I think it would feel very satisfying to pull that off successfully - almost want to get scammed now so I can try it out! (not really)

I don't remember ever being scammed because I am very careful when it comes to trading. If someone has less reputation then me then I make him go first, if someone has a lot more reputation then me only then do I go first.
Btw how come I am on your blacklist? I don't even think we've ever ran into each other on forums or anywhere else.

I know how you feel. I got scammed out of a copy of GTAV when I failed to read that GMG purchases redeemed through Rockstar and not Steam. The guy even had really good feedback on here. As much as it sucks, I just took it as a lesson. I'm more careful about who I am willing to trade with and the next time I'm playing with something of that great of value, I'm not going first. If its a reasonable/ honest person, they'll understand. If they don't, I won't trade with them.

More or less. When the game was about to come out, GMG had something like a 20-30% off coupon. Bought it and then realized it wasn't a Steam key. They wouldn't refund so I tried to sell/ trade the key to recover my loss. The guy offered to pay me what I paid for it, which sounded great. He claimed the key didnt work and wouldnt pay. I tried to use it myself a couple days later, deciding fuck it I'll have it through Rockstar. It told me the key had already been redeemed. I called him out on it and he blocked me on Steam.

When I was new to trading, I got a scammer that, after taking my key, feel sorry about me because I was very nice to him. Then he told me to wait. Next day he gave me what I was looking for. After that, I started to be very careful in trades

I was reading some topic about scammers and it reminded me that I got scammed only once.
It was about 5 months ago and it was classic scam that he took my key and didn't give me his. He "lost" it and promised he won't use mine... and he did. I was so frustrated that I can't do anything with it. He blocked me, deleted my -rep on his profile and wasn't on SG so I couldn't give him -rep there. But today I got him. Looks like he registered on SG 2 months back and I could finally do at least something by giving him nice -rep.
I'm expecting -rep on my profile very soon. If you want, share some stories about your first scam.
