payday 2 goty or payday 2 no dlc + the forest?

Generally 2 games are better than dlc.

Depends. If you need to own the DLC, get the GOTY edition or pay through the nose for it piece by piece. If you're content with just grabbing a few packs or none at all, don't worry about it.

75% of all the PAYDAY 2 Heists, which got released after Beta, are DLC maps. The thing is, you don't have to own DLC's , you can always join someone with it, so there is not much need in DLC's

If you gonna go non goty, i suggest you pick up the dlcs that matter.
weap pack 1 that adds grenades and suitable weaps.
mod courier pack for wep mods
and then either shotgun or assault pack.
You can play it vanilla (no add ons, no dlc) but getting weap attachments take a while.

I played A LOT Payday 2 and the only thing I can say is that you gonna get bored of it more sooner than later.
Go for two games, better than only one. (75% of DLCs sucks anyway)

Getting both games is a better value. Besides, you can always grab the DLC later, if you decide you need more Payday 2.

You dont' need the dlc for the first run since you can still play the heist of dlc simply joining other player's lobby, while some of the weapon in the dlc are good.
However with this price i suggest you the 2 best dlcs:
-Mod courier
-Sniper pack

Payday 2 GOTY doesn't grant you all the dlcs released for the game, you will be missing around 1/3 of not free dlcs (2 heists - You will be missing The Bomb heist which is one of the most interesting if you ask me and the newest heist I didnt play, 1 soundtrack, 1 mod pack, 1 character pack and 3 weapon packs) - I find it somewhat repulsive as great amount of dlcs are pretty useless weapon packs.

My choice would be go for both games or choose something else

Go for the 2 games. PAYDAY's DLCs aren't exactly compulsory to have when playing. Sure, it makes your heisting goes WAY easier (HE rounds, fuck yeah) but there's always a workaround with vanilla equipment.

If I am honest? Payday 2 is kind of dying. The DLC has already gotten ridiculous with 2-3 of them being pretty much essential if you want to do Overkill or above. New enemies being added to the game are balanced around DLC, not the base game meaning that if you haven't paid for certain content you're in difficulty.

I did suggest Payday 2 in last thread but I am now reconsidering it.
