I really would prefer to have at least some clue as to what they're saying. Seeing the next part of the story (no matter how bareboned it is) is kinda like a reward for beating the last challenge but that falls apart if you can't understand anything. Would it really hurt them to put some English subtitles in? :P

Well it's not like you need the game to be on Steam in order to play it - there are 16 Touhou games already released, and if you count spin-offs such as battle games then you get even more.

That's true. Steam just makes it much easier to follow news about games being developed, especially in the case of games which get little or no coverage in English press (I assume. I never have looked specifically for bullet hell fanzines or anything, nor am I a regular reader of gaming news sites, but it's not exactly something one hears about on the regular grape vine either). Steam also makes it easier to buy, versus trying to figure out how I'm going to purchase and pay for something on a Japanese site.
Also, perhaps most importantly, these ultra difficult, arcade type games are exactly the sort of games where achievements and high score leaderboards make the most sense.
